PRESIDENTIAL DECREE No. 246 July 18, 1973

AMENDING SECTIONS 1 AND 2 OF REPUBLIC ACT NO. 4169 TO INCLUDE THE POPULATION COUNCIL OF NEW YORK AND ITS NON-FILIPINO STAFF AS RECIPIENT/BENEFICIARIES OF CERTAIN EXEMPTIONS AND PRIVILEGES

WHEREAS, the immediate and successful implementation of the Population Control programs of the government are essential to the national economy and the development of the country;

WHEREAS, the Population Council of New York is engaged in assisting governments and government institutions or intrumentalities in facilitating their population control activities;

WHEREAS, the Population Council of New York has assigned a demographer to assist the Population Institute of the University of the Philippines;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby order and decree that:

Section 1. Section one of the Republic Act Numbered Four thousand one hundred sixty-nine, is hereby further amended to include the Population Council of New York as recipient of the exemptions and privileges provided in the said Section.

Sec. 2. Sec. 2 of the same Act is hereby amended to include non-Filipino citizens serving on the staff of the Population Council of New York as beneficiaries of the exemptions and privileges provided in the said Section.

Sec. 3. All laws, decrees, orders or regulations inconsistent with the provisions of this decree are hereby repealed or modified accordingly.

Sec. 4. This Decree shall take effect immediately.

Done in the City of Manila, this 18th day of July, in the year of Our Lord, nineteen hundred and seventy-three.
