REPUBLIC ACT NO. 411
REPUBLIC ACT NO. 411 - AN ACT TO PROVIDE FOR THE ESTABLISHMENT, OPERATION AND MAINTENANCE OF MUNICIPAL LIBRARIES THROUGHOUT THE PHILIPPINES, APPROPRIATING FUNDS THEREFOR

Section 1. For the establishment, operation and maintenance of one thousand municipal libraries for a period of five years by the Bureau of Public Libraries, the sum of three hundred thousand pesos, or so much thereof as may be necessary, is hereby appropriated yearly out of the General Fund in the National Treasury not otherwise appropriated for a period of five years, which shall not be affected by any priority appropriation established by law, to be spent as follows:

For two hundred municipal libraries for the fiscal year 1949-1950:

(1) Salaries and wages:
Eight cataloguers at
P1,800 per annum P14,400.00
Four clerk-typists at
P 900 per annum 3,600.00

P18,000.00

2) Sundry expenses:
Traveling expenses of
personnel P20,000.00
Freight, express and
delivery service 10,000.00
Postal, telegraph, telephone,
cable and radio service 5,000.00
Other services 5,000.00
Supplies and materials for
binding books 10,000.00

P50,000.00
========

(3) Purchase of furniture and
equipment 15,000.00

(4) Purchase of books 217,000.00
Total P300,000.00

The amount to be spent from this appropriation corresponding to the fiscal years 1950-1951, 1951-1952, 1952-1953, and 1953-1954 shall be included in the subsequent General Appropriation Acts corresponding to said fiscal years.

Sec. 2. The Director of Bureau of Public Libraries shall be apportion the libraries provided for in this Act among the several provinces in proportion to their respective population; and the share of each province shall in turn be divided among the municipalities thereof also in proportion to their respective population.

Sec. 3. This Act shall take effect upon its approval.
