REPUBLIC ACT NO. 415 - AN ACT APPROPRIATING THE SUM OF FIVE HUNDRED THOUSAND PESOS FOR THE OPERATION AND MAINTENANCE OF THE TEACHER TRAINING DEPARTMENTS OF THE EXISTING NATIONAL SCHOOLS OF ARTS AND TRADES AND THE CREATION OF TEACHER TRAINING DEPARTMENTS IN THE CENTRAL LUZON AGRICULTURAL SCHOOL, BAYBAY NATIONAL AGRICULTURAL SCHOOL, BUKIDNON NATIONAL AGRICULTURAL SCHOOL, AND THE PHILIPPINE SCHOOL OF COMMERCE, FOR THE TRAINING OF TEACHERS OF INDUSTRIAL ARTS, TRADES, AGRICULTURE, AND BUSINESS, RESPECTIVELY, FOR BOTH THE ELEMENTARY AND THE SECONDARY SCHOOLS

Section 1. The sum of five hundred thousand pesos, or so much thereof as may be necessary, is hereby appropriated out of any available funds in the National Treasury not otherwise appropriated, for the operation and maintenance of the Teacher Training Departments of the existing national schools of arts and trades and the creation of teacher-training departments in the Central Luzon Agricultural School, Baybay National Agricultural School, Bukidnon National Agricultural School, and the Philippine School of Commerce, for the training of teachers of industrial, arts, trades, agriculture, and business, respectively, for both the elementary and the secondary schools, said sum to be expended by the Director of Public Schools subject to the approval of the Secretary of Education for the fiscal year ending June thirtieth, nineteen hundred and fifty. Thereafter, said sum shall be included in the Annual General Appropriation Acts.

The sum herein appropriated shall not be released except upon the certification of the Secretary of Finance and the Auditor General as to the availability of funds in excess of those necessary for the operation of the Government as provided in the annual General Appropriation Act.

Sec. 2. This Act shall take effect upon its approval.
