REPUBLIC ACT NO. 4223
REPUBLIC ACT NO. 4223 - AN ACT PROVIDING FUNDS FOR BUILDINGS, FACILITIES AND OPERATING EXPENSES OF THE LOCAL GOVERNMENT CENTER WITHIN THE UNIVERSITY OF THE PHILIPPINES, AND FOR OTHER PURPOSES

Section 1. There is hereby authorized to be appropriated out of the general fund of the National Treasury not otherwise appropriated, the sum of one million and five hundred thousand pesos for the necessary buildings and other physical facilities and equipment of the Local Government Center of the University of the Philippines: provided, that the sum of one hundred seventy-five thousand pesos is appropriated for the operating expenses of the Center for fiscal year nineteen hundred sixty-five and nineteen hundred and sixty-six: provided, further, that at least the amount of two hundred fifty thousand pesos shall be appropriated every year thereafter, beginning with the next succeeding fiscal year out of funds in the National Treasury not otherwise appropriated for the continued support of the Center. The said amount shall be allocated to the Local Government Center as a special budget of the Graduate School of Public Administration, separate from and in addition to the regular annual appropriation for the University of the Philippines: provided, still further, that all the unexpended balances in the budget of the Center shall not revert to the General Fund of the Philippine Government but shall be retained for disbursements for purposes which will aid the Center in its future programs, any provision of existing laws to the contrary notwithstanding: and, provided, finally, that all funds accruing to the Center by virtue of any authority shall be treated as an independent fiscal and accounting entity under the administration and control of the head of the Graduate School of Public Administration.

Sec. 2. All capital constructions for the Center, irrespective of the source of funds, shall be carried out by, or under the control and supervision of, the Graduate School of Public Administration, University of the Philippines, notwithstanding the provisions of Section nineteen hundred one and Section nineteen hundred seventeen of the Revised Administrative Code of the Philippines.

Sec. 3. The President of the University of the Philippines, on recommendation of the head of the Graduate School of Public Administration, shall appoint and fix the compensation of the personnel of the Center, any law to the contrary notwithstanding.

Sec. 4. The different departments, agencies and subdivisions, as well as government-owned or controlled corporations of the Philippine Government are hereby authorized to utilize savings from any item or items of their appropriations to cover such fees, transportation and other necessary expenses as may be required of their participants attending the training programs of the Center.

Sec. 5. The University of the Philippines may for the purpose of this Act obtain the services of professional or technical personnel of any agency of the Philippine Government to provide instruction, perform research, and such other activities as may be necessary. Such personnel may be given honorarium by the President of the University of the Philippines, upon recommendation of the head of the Graduate School of Public Administration, any law to the contrary notwithstanding.

Sec. 6. Any provisions of law to the contrary notwithstanding, said Local Government Center shall enjoy exemption from all taxes, imposts, customs duties, charges and fees, whether national, provincial or municipal; and shall have the right to solicit and receive donations and gifts of all kinds of property and to use the same in furtherance of its purposes.

Sec. 7. This Act shall take effect upon its approval.
