AN ACT INCREASING THE BED CAPACITY FOR TERTIARY GENERAL HEALTH CARE SERVICES OF THE DR. JOSE N. RODRIGUEZ MEMORIAL HOSPITAL AND SANITARIUM IN TALA, CALOOCAN CITY FROM TWO HUNDRED (200) TO EIGHT HUNDRED (800) BEDS, REAPPORTIONING THE AUTHORIZED TWO THOUSAND (2,000) BED CAPACITY OF THE HOSPITAL, AMENDING FOR TH E PURPOSE REPUBLIC ACT NO. 9420, AND APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Reapportion of Bed Capacity. - The authorized two hundred (200) beds for tertiary general hospital services of the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium located in Tala, Caloocan City is hereby increased to eight hundred (800) beds, thereby reapportioning the authorized two thousand (2,000) bed capacity of the said hospital amending for the purpose Republic Act No. 9420. The remaining one thousand two hundred (1,200) beds are for leprosy services.

Sec. 2. Upgrade of Existing Service Facilities. - The existing professional health care services and facilities of the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium are hereby upgraded to conform and be commensurate to the increase in the bed capacity for tertiary general hospital services, as provided in Section 1 hereof.

Sec. 3. Upgrade of Existing Professional health Care Services. - The existing workforce of the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium shall also be correspondingly increased. The Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), and after consultation with the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium, shall determine the additional plantilla positions to be created pursuant to this Act.

Sec. 4. Implementation. - The increase in bed capacity for tertiary general hospital use of the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium from two hundred (200) to eight hundred (800) beds, shall be implemented consistent with the development plan of the hospital.

Sec. 5. Appropriation. - The Secretary of Health shall include in the Department's program the operationalization of the increase in beds for tertiary general health care purposes in the Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium from two hundred (200) to eight hundred (800) beds, the initial funding of which shall be charged against the current year's appropriations of the hospital. Thereafter, the funds necessary for its continued operational shall be included in the General Appropriations Act (GAA).

Sec. 6. Separability Clause. - If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

Sec. 7. Repealing Clause. - All other laws, decrees, orders, issuances, rules and regulations, or parts thereof which are inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.

Sec. 8. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation.

This Act was passed by the Senate of the Philippines as Senate Bill No. 1961 on February 4, 2019 and adopted by the House of Representatives as an amendment to House Bill No. 7063 on February 7, 2019.
